After Joel’s heartbreaking death in episode 2, The Last of Us season 2, episode 3 jumps three months forward, and sees Ellie get released from the hospital. However, before leaving, she has to speak with Gail.

Instead of admitting that she wants revenge against Abby and her group for the death of Joel, Ellie claims that the council should send a group to Seattle in the name of justice. Ellie makes some very good points in her speech, but it is clear that she is lying to win their favor.

Since the council votes not to send a group of people to Seattle, both Tommy and Gail expect Ellie to take matters into her own hands.

Because of their previous conversation in the hospital, Gail knows that Ellie is lying during her speech, and admits as much while talking to Tommy at the baseball game. Gail has been a therapist for many years, so she is very good at reading people. Since the council votes not to send a group of people to Seattle, both Tommy and Gail expect Ellie to take matters into her own hands. Therefore, Gail likely wasn’t surprised when she found out that Ellie and Dina had left for Seattle alone in The Last of Us season 2, episode 3.
