Killing An NPC

Just like in the original Oblivion, in order to join the Dark Brotherhood in Oblivion, you’ll have to kill any non-hostile NPC. This can be any random person off the street, but ideally, you’ll want to kill an NPC that’s not relevant to any important sidequests or otherwise useful to your playthrough. Some easy suggestions you can access from the beginning of the game are:

Any city guard: Easy to find and get alone, but if you’re caught, you’ll incur a 1,000 gold bounty.
Puny Ancus: Hangs around the Waterfront District in the Imperial City. Sleeps in a secluded spot behind a wall.
Anyone inside the Skooma Den in Bravil: Self-explanatory.
Agronak gro-Malog: AKA The Gray Prince. You meet him as part of the Arena questline, which eventually ends in his death.
S’rathad: A Khajiit you can find in the Talos Plaza or Waterfront Districts.

Once you’ve killed any of these NPCs (or any other you like), you’ll see a message on-screen that reads, “Your killing has been observed by forces unknown.” That’s your cue to find a bed and sleep for any length of time. Your easiest bet is to rent a bed at an inn – the Merchant’s Inn, in the Market District of the Imperial City, has reasonable rates. Any random, unowned bed you find out in the open world will do, though.

Thus begins the quest “A Knife in the Dark,” which leads you to the Inn of Ill Omen. You’ll find it on the Green Road, between the Imperial City and Bravil. Simply walk in and ask the innkeeper about Rufio, or bypass them and use the trapdoor to head downstairs.

Kill Rufio by any means you prefer – a single hit will do. Go back to sleep in any bed (you can even use Rufio’s), and Lucien will appear again to welcome you to the Dark Brotherhood. He’ll next direct you to visit the guild hall in Cheydinhal. Travel to the Abandoned House, head to the basement, and say the password, “Sanguine, my brother” when prompted to get in. You’ll just have to talk to Ocheeva, who’ll officially induct you into the Dark Brotherhood.

Unlike the other factions in Oblivion, ranking up in the Dark Brotherhood is easy. Simply complete each assassination quest given to you in sequence, and after reaching certain points in the storyline, you’ll be promoted.
